I think that generally this is correct. So if the passenger has the correct documentation (passport, visa, any health documents all in order) but is denied entry to the country because, for example, the passport control officer decides that the passenger is not coming to Australia in accordince with, say, his or her tourist visa but is intending to work while in the country, then the airline is not held responsible for that.
