No, not a warning about against sending letter to them at all. They just keep them on file for purposes such as - if enough people complain about the same issue, something will be done about it. If a passenger continuosly writes really nasty complaint letters (not just normal ones, but add in swearing and stuff), they will less likely to receive a helpful response. So don't worry - writing in a complaint letter will not get you flagged. Not getting a comp u/g really has nothing to do with this.
