I think that has a lot to do with it being a Chase card. I feel like Chase has more forex-free cards than most. Most (all?) of their higher end cards (those in the $75-99 range), such as my Marriott Visa, offer this. Others include the Sapphire, the UA card already mentioned, as well as versions of the BA, Southwest, Fairmont and Hyatt cards, in addition to the Ink Plus business card (not to mention the ~400 offerings for Ritz Carlton and UA with club membership).

I have a feeling Citi will keep this exclusive to the Executive card (as well as its own loyalty program cards, the Thank You Premier and Prestige cards), the way Amex seems to with its Platinum and Centurion charge cards. The minimum annual fee for a Citi card w/o forex seems to be $125, whereas Chase offers the Hyatt card for $75, the Marriott card for $85 and a bunch for $95.
