Over the past 10 years or so I have booked multiple hotels in Europe and Asia using the US Priceline site (these were all "Name Your Own Price" bookings, totally pre-paid). The charges always appeared on my card in US dollars exactly as shown on the Priceline receipt and I was never been charged a foreign transaction fee.
