Thanks for the feedback, I will likely just book a fully refundable ticket and cancel it later, relying on the 24 hour window just has too many things that can go wrong.
Btw, as I've been thinking about this, what do people do if they have ticket with a return 120 days later? Do people get denied boarding unless they can prove a) they will be somewhere else for 30 days or b) will be picking up a visa once they are in country? I know that this is the whole point of these checks but I would imagine there are all kinds of legitimate situations (including MRs) where folks would run into these limits.
They'd have to pass whatever judgment the check-in agent has. For example, I can fly to Nepal without a visa because I can buy a 30 day visa at the airport. But I "might" have to show my return coming back, in case the agent reads too many rules.
