I know there are shelters in the US with more small dogs than they can get adopted. So, one question. On the day of the complaint, how many dogs were involved? It sounds like "too many", which means the shelter should have considered this in their operation. And if these small dogs are so adoptable, then the new parents can pay the cost of shipping them.
