That's exactly my thought, also.
It's also pretty obvious that they were being very non-compliant--one of the quoted was from someone who felt it was unreasonable because he hadn't been told to turn off his phone.
Duh, everyone was! I can easily seem him not being
personally told but that shouldn't be needed.
