The problem with 'averages' is that they flatten out irregularities in a pattern. In an eleven-day period, there may be ten days with no dogs, followed by a day with five or six dogs.

One of the things that bothers me about U.S. corporate mentality is a seeming inability to seek a middle ground. In this case, why can't AA work with the animal group to spread the dogs out over a greater number of days, and also to require the dogs to be checked in earlier in the day, not in the middle of "prime time" when most (human) show up to check in?

Try this solution for a few weeks, review and tweak, and they should be good to go for the long term.
