The problem I see with 'card everyone' is that it lends itself to cashiers/servers not paying close attention to the ID, as they are so frequently IDing people. They should focus their time/effort on people who could actually be underage.
I ordered a beer at one of those card everyone places on my 30th this year. After the lady handed back my ID I said "you aren't even going to wish me happy birthday?" and she said "I just look at the year." With most states making a clear differentiation between over and under 21 and this was my home state the lady knew it was an over 21 license without looking at the date at all though.
I think HMS Host has changed their carding policy though. I no longer see the "We ID Everyone" at every bar and on a recent trip with my coworkers (who are late 50s) I got carded but they did not.
