Personally, I think the accusation of "nearly stolen" is quite strong. Cleaning is most likely outsoured an returning after the shift of them is over, makes ti more difficult to get any kind of information. Either return immeadiately if you notice you have forgotten something or wait until you reach the persons who have been on duty during the time you left. I agree, it is a lot of hassle, but on the other hand, it was you (or your wife), who have forgotten something, which of course could happen. And I personally usually blame me myself if I had forgotten something and not someone else for my fault ...
And in situations like this, one should be proactive, that means call the hotel in the morning during the usual hours the cleaning people are working again and do not wait to hear for them. The explanation given by jabbered is the one I would think about as well.
