Not the same situation, nor the same laws involved.
The airline situation I've been mentioning is where the pax has presented with the correct docs and in good faith etc and yet still been denied entry and returned to origin/home country. In contrast, the operator of the motor vehicle has (presumably) specifically and identifiably done something to warrant a fine.
Don't worry, I wouldn't want you as a client either.
