I had some LAN flights between BOG and CTG in January. I experienced the same issues. Status showed as Ruby. Couldn't be bothered complaining due to the fact it was just a one off hop to Cartagena and they had no lounges anyway and I didn't need the TPs.
It would annoy me if I used LAN on a regular basis though.
As of this time last year LAN Colombia flights did not post miles or TPs as they had only recently bought out AIRES, it was suggested that it could be some years before LAN Colombia was recognised as a OneWorld member. Wikipedia suggests late this year before they will join.
