As for US, it's interesting you mentioned, that, they were one of the airlines that broke my aluminum wheel once and didn't pay for it. They lost a bag entirely and barely paid me squat. They punched a hole all the way through a Pelican 1650 and they replaced the Pelican, so go figure. I guess the later instance they could prove that they indeed did the damage. Who knows.
The agent in MSP is actually incorrect in some way at least.

For a bunch of travel that falls under the relevant Montreal Convention, airline fabricated exclusions on what is covered for checked luggage is not enforceable and considered a violation of law in the US and elsewhere for Montreal Convention covered travel. For example, the airline's attempted exclusion of electronics in checked bags is not to be enforced for Montreal Convention covered trips in jurisdictions where the Montreal Convention is law. The same goes for wheels on bags as they were checked in by the airline too.

The MSP Delta baggage office agent was probably the rudest I've ever dealt with in my life. He simply told me any damage to handles and wheels is not covered by Delta or any other airlines. "Nobody will cover it", as he put it.

This is my very first time handling damaged bag. My girlfriend, however, did get a new replacement bag from US Airways for her damaged wheel last year. A supervisor at the office offered me a $25 voucher and said that's all they can do. I refused it right away.

Anyone has experience dealing with broken wheel(s)? does it help to contact their central office?

If you choose the small claims court equivalent in Minnesota to pursue DL on this matter, the costs for DL to deal with the matter may well exceed the costs of paying you for or otherwise providing a replacement bag. When the DL reps try to claim that bag wheels, electronics and other things involving a bag are excluded from coverage under the COC or something else, it is worth considering if the Montreal Convention is of relevance to your trip as that takes priority over DL's contract clauses in contravention of treaty requirements enacted under US federal law. In Minnesota, DL has to send over an officer or manager in the company, if not sending an attorney, even to small claims court equivalent.
