If you were delayed 3hrs you still get compensation. The 4hr limit for longhaul simply reduces the compensation.

For longhaul:
4hr+ delay: Full €600 compensation
3-4hr delay: Halved compensation of €300
<3hr delay: Nothing. And now the lines are clearly drawn I wouldn't expect anything ex-gratia
