The scenario we're talking about is where an airline is being fined or compelled to bear costs by authority X or Y under colour of law: you can't pass fines on to other people. The fine/cost adheres to the entity fined.
So all the car rental companies recovering fines/costs associated with Parking Infringements etc have no legal right to do it despite the renter agreeing to it in the rental contract/Conditions of Carriage. Don't think I'll be coming to you for legal advice.
