I bet the strength indicator uses the settings in those "pre-defined goals", hence why a seemingly high bid can receive a weak rating.
My anecdotal observations also lead me to believe that they are trying to share the love, and are denying bids from regular bidders who never go on to purchase products in higher cabins.
