It indeed is very generous. I recently moved from India to US and as all 3 of us were on 1 reservation we were eligible to total 6 bags of 32 KGs each! (I am silver). This is not counting the kids car seat and stroller!

Of course in the end only couple of bags were over 23 KGs. 1 bag was delayed by a week, but I would rather be happy about the generosity than complain about the delay.

Important to mention - one big reason we were flying BA was because of this benefit.
