The SkyClub Internet is already often, at best, at 14.4Kbps speed. So, the first part (downgrade the free Internet to practically unusable speed) is already there. Now just the faster "premium Internet" network has to be introduced.

Another idea how to really make it take off: block cell phone reception in the SkyClub, so that 3G, 4G, LTE or what not cannot be used (now the only way to get online in many SCs).
