While I'm sure the FAs would all prefer to keep the traffic to/from the F lav at a minimum, nobody really wants to be the potty police. Sometimes it helps when they close the curtain, and some FAs will provide a gentle reminder over the PA if it starts to get out of hand.
If I'm in F there's no way I'm going to get in line behind a bunch of Y pax waiting at row 6.
The policy of making rules you dont enforce seems silly. I was on a US flight and they made that announcement and I didnt see anybody from Y use it. It was a 5hr+ flight as well.
