Second Check of Boarding Passes?

Today, going through security at DCA (in the Southwest/Frontier/Air Canada/JetBlue terminal), there was a lady standing behind the person who checks IDs and scribbles on boarding passes. I waited to get the boarding pass from the regular travel document checker, but was told by her to "step back for your boarding pass." The person who checked IDs and scribbled on the boarding pass was handing it to this second person, who looked at the boarding passes and then gave them to the passenger. This seemed very inefficient and I cannot recall encountering this before. Any ideas of what they are doing?
