Is there anywhere where it states that the car is to be filled and given to the customer at 8/8? That would be useful information as this HLE often doesn't have full cars and sometimes barely has time to service the vehicles (clean) given their staffing.
Usually they mark the gas lower than it actually is as well. That is worked out for me as I'll fill it first and then use it up (driving up and down California so I'll often need to refill). But as stated, I'd much rather get a car that is full so I could just fill it before I return it. If this is a policy locations are supposed to follow (rather than just common sense) then it should be made known.
People seem to like to pay the $9.xx amount as well and not fill the car for some reason. Although the location never charges $9.xx as they pro-rate the fuel or work with the customer to reduce the cost to closer to $5.xx (Actual gas price is around $4.xx a gallon). Then again, if they aren't filling the cars then reducing that price is still a good deal for them.
