Odds are the first agent was wrong and did not check the rules of the fare you purchased. Many international fares contain the provision where the original ticket must be used towards a ticket of equal or greater value (plus applicable penalty). Personally, I would have requested a refund initially. Delta will often refund a ticket if the properly needed doctors information can be provided saying you have been advised to refrain from travel due to your condition. You may still want to try that.
I didn't know you could get a refund. I may give that a try. Thanks
