That is fine in principle however it is easy to fill a car up, not nearly as easy to guess how many litres have been used to fill it to the same spot it was when taken out. Also, if the paperwork shows that it is 8/8 when taking it out, when returning, if not at 8/8, then can be an issue trying to deal with it - especially when returning to another location

The location is indeed supposed to have the car fully fuelled; one item that Hertz sells is the Fuel Purchase Option , where the location charges a specified rate per litre/gallon for a FULL tank of fuel at the time of renting. If the car isn't full, then the renter is being ripped off
