The Prius looked full but obviously it wasn't. Some places like LEX give keys at desk and it is a 10 minute walk back.

I don't think I should have to do their job (filling car) for free. That's why I think I should be reimbursed at the $9.00 rate.

That's what they would have charged the previous renter if they were doing their job.
