Thanks for the info. I've done this booking several times before and thought there was a recent policy change. The fees was always waived without me even asking in the past. Called back two more times and got an agent who waived the fees. I'm now mad at the first guy who told me there was no way to waive the fee even if I talked to a supervisor.
