The offline booking fee is only waived when something which can be done online normally cannot be done due to a technical problem.

As you cannot normally book AS flights online then you should expect to pay the offline booking fee.

However, another option is to hang up and call again and try to get an agent who will waive the fee.

The only other way to always avoid paying the fee is to be BA Gold or higher.
