Might want to look into whether you can file complaints against a bank with the FTC under section 5 of the Unfair Trade Practices Act -- I guess the assertion would be whether it's an unfair or deceptive trade practice to extend credit to a consumer with the promise of earning rewards and then to take those rewards away without a contractual basis for doing so by inventing a pretext.
