Also, many agents will not allow you to apply over the phone inside 24 hours, particularly if there's a waitlist (technically, if there's a waitlist, they're not supposed to apply one anyway). But I've had no problems getting agents to clear one if R opens up inside 24 hours and I'd applied one outside of 24 hours (even if there are potentially people ahead of me).
