you have access to that enables you to know that they *clearly* have more seats than they "need"?
I can assure you, I'm not blind to the issue here. UA is clearly trying to sell more seats than they used to do. That's up to them. My point is that you, I, and all the other posters else here have no idea how many seats they "need" to keep open, and consequently, how many upgrades "should" be processed. It's simply a false assumption to deduce "CPU is broken on this flight" if you see open seats and upgrades aren't processed. That's all.
