CP London City seems nice and the difference in price is very slight from Holiday Inn all around London

Go for CP-City on 241 , can't be beaten in my opinion if location meets your needs.
CP-London City is definetely the better package/rooms than HI's. Right opposite Tube station for getting around, short walk to St Pauls. Nice Tesco minimart on corner 25metres away for some extra drinks/snacks too.
As you said weekend, book on 241 (Qualifying Rate) and if a 3 night weekend book the third day separately (even on 35% off PrePaid-A rate non qual if you want).
241's need booking 5days ahead and are pay immediately no cancel booking rates. I'd book asap, as rates do go higher nearer the time, but w/e rates are always much lower than midweek when business people stay there.
