It is extremely common for UA to deliberately delay the issuing of some or all CPU upgrades until much closer to the flight departure time, or even at the gate. The fact that CPUs have not been issued on a flight, regardless of availability, does not mean anything is wrong.
I respectfully disagree that "every bit of data we've seen" supports this conclusion. The data seems at least equally compelling that the problem is primarily an IT issue, and that TODs are happening in such volume because CPUs are not processing properly.
