That sounds logical, but based on every bit of data we've seen it's simply incorrect. It is extremely common for UA to deliberately delay the issuing of some or all CPU upgrades until much closer to the flight departure time, or even at the gate. The fact that CPUs have not been issued on a flight, regardless of availability, does not mean anything is wrong.
