Yes, and they offer what they promise, on the DUB route as other European routes: the CE product.
The equivalent phrase for "wishful thinking" in French is 'to mistake one's wishes for reality' ("prendre ses désirs pour des réalités"). This describes exactly what you are engaging in: you wish BA would offer a CE product with certain characteristics (you call it 'CE out of LHR'). That wish has in your mind become a reality: you think that BA does actually offer that product and you then complain that they mislead you in not offering it on the DUB route.
This, however, is pure fantasy: there is no 'CE out of LHR' product.
