A rear-facing carseat in an economy row with the seat in front reclined creates a virtually impassable barrier. For safety, the carseat should be in the window seat during takeoff and landing. The baby can be easily extracted and the adults are not impeded in the event of an evacuation.
This is a sensible rule, IMHO.
