Did a search but didnt find anything other than Initial Internet fee.

Booking first award night and the Rate Description and Rate Rules state "Additional Charges
The following fees will be added to your total hotel bill only if they apply to your stay.
PC Initial Fee $135

Is this charged for first use of PC points?
