Part of it probably depends on how long the standby list is. If it's long, they may press the window a bit to right at the 15min mark because they need to get them processed and still get the plane out on time. Sounds like the case since they mentioned giving away the seats.

I'd like to bet the flight was full, with a long standby list. Thus, they started eliminating the no-shows and confirming standbys right at T-15. A jetbridge being full of passengers is evidence of a full flight.
Next time, don't cut it so close.
