You didn't answer my question. What exactly is not being offered to you that is promised by BA for LHR-DUB in Club Europe? You are provided with a lounge. You aren't promised access to a specific lounge (or indeed any lounge).

When booking CE from LHR-DUB:

"Club Europe our business class for European flights offers excellent service and high levels of comfort, both on the ground and in the air.
...
Access to British Airways lounges where available
...
And I meant flights like LCY-ZRH, which is sold no different to LHR-ZRH even though the former has no lounge and the CE seating does not have a middle seat free.
