You need to have a T tax number,and probably a residence permit to use a ms/Garanti banka card. Everybody with a bank acount needs a tax number,if you need a recidency permit you have to have some kind of adress in T and some funds in T If you do not own property the reqirement is not very low.. As a foreigner withouth any steadyiIncome in T,you wouls probably have to block an amount equal to your montly limit,this might be in the form of a high earning deposit or a deposit in the banks investment funds. So-not extremely easy! And by the way,-not all stores (say supermarkets and so on) would acept a foreign CC,at least this aplies in Europe.
