Why no Flex/Latitude flight pass option to Asia?

As I disembarked from my third AC007 flight of the year last night, I got wondering.

I usually book these HKG trips fairly last minute (4-10 days out) and my employer will pay from 2400 to 3200 CAD for a RT Flex (usually U or H) fare. This time I even upgraded myself to M class for 190$ each way to save some eUpgrade credits as the fare difference between M and U was unusually small and R looked wide open on my dates.

YVRHKG is my main business route and I believe I could benefit (as many others I'm sure) from the cost predictability and last minute availability of a U/M/B TPAC pass.

I know this has been discussed briefly in the past, but what is everyone's current opinion on this considering the high prices of Flex/Latitude fares on TPAC routes?
