There's a very fine and difficult line to walk here, made more difficult by our over regulated and over-legislated society. Let's start with,... What, exactly was the "medical documentation describing his condition"? The kind that I (or a terrorist) can make up on my word processor and color laser printer in no more than an hour? In the U.S., we go overboard (IMO) in our efforts to mainstream people. Witness the mainstreaming of mentally ill people with disastrous results when they obtain firearms.

People with certain disabilities/medical conditions/situations cannot always do everything that everyone else can do. We can pass whatever laws we want, but that doesn't change the fundamental reality. Blind people can't drive.

This particular situation is complicated, no doubt about it. Perhaps just saying "bomb" shouldn't cause you to be deplaned and subject to interrogation, perhaps it should. But was this guy discriminated against? The same thing happened to Gov. Dukakis while he was governor when he made a similar remark boarding a plane at BOS. He was refused boarding and interrogated by the State Police (in the pre-TSA, pre-Homeland Security days). If we're going to treat all similarly situated people alike, why should this guy be treated differently from the way that Gov. Dukakis was?

And what do we do when a dark complected, dark haired male in his mid 20s says "Bomb" when boarding? Anyone here interested in staying on that flight?

I don't have all the answers, but it's a very complicated question. I'm as yet unconvinced that the pilot/carrier did the wrong thing. OTOH, ADA and other legislation may say differently.
