Wouldn't the car hire offices stay open in these circumstances when there are delays? I thought this was a key reason they wanted your flight number in the reservation so in the event of delays they stay open? - within reason of course.
It has happened to me before and an Avis office stayed open later than advertised in IAD, although that was only about 30-45 minutes IIRC. And there were a number of delayed flights too so there were quite a few renters collecting cars late at night.
Why don't you call them and explain and see what your options are?
