Proximity to central Tokyo gives HND an edge over NRT - but not so much of an edge that I'd pay much more or opt for a less convenient hour of departure or arrival to get there.

A close analogy might be LGA vs. JFK for someone visiting downtown Manhattan. You might think that one is generally better than the other, but depending on other conditions, you could easily settle for the "second choice airport".
