I certainly agree that mileage difference should be refunded--just doubt United will give it
What was the title of that contract?

The ones I've seen are printed on card stock and have a title (i.e. DENIED BOARDING ...) or something that provides context.

I would try approaching MP in the way I described, just focus on the fact that you paid for F and you got J, and you want the 17,500 miles back. Leave it at that. If you do it, please let us know the outcome!

From this context, I'm assuming that voucher is compensation for the downgrade, but it is standard practice that, in addition to being compensated for a downgrade, you also get the fare difference back.
