Your friend wasn't given any choices, right? Your friend was simply told that they were downgraded, ordered to get on the plane, and given a $1000 voucher without any corresponding negotiation or discussion, correct?
So there is no agreement, no discussion, no negotiation, therefore no basis for you or your friend to have understood that the $1000 was to "pay for" the miles you paid for the ticket.
Smells like rotten fish to me.
To take the other side, if you figure that those miles are worth $450 or so, then, $1000 does seem to cover the miles, but I'm not sure if the remaining amount is appropriate for the downgrade - it was a TATL right? About 6 hours? Seems a bit light.
