In Amsterdam, almost every place has converted to chip and pin. It is possible, that a large hotel may have an old-fashioned machine. However, you will likely have problems in restaurants and shops.

However, my experience is based on my local chip and pin card. It is possible that some places may have an old machine around specifically for tourists. But, if you can make a PIN, I would suggest you do it.
