You don't "need" a chip-and-pin for manned transactions or most ATMs in France & UK.

However:
*unmanned needs chip-and-pin
*Amex isn't as widely accepted as Visa
*"Creatively incompetent" French railway agents can/will make the machine refuse your non chip-and-pin card.
*smaller merchants may be unfamiliar with mag stripe cards.
