I don't think this rule exists. At least it hasn't in my experience. You just go right back on the upgrade list where you should have been in the first place. Sorry.

One thing that might help is that rebookings are sometimes done in Y which can promote your place in the upgrade queue, but that's a mistake/feature/not always done.
