bmi had such a policy. It predates the Lufthansa acquisition but they did nothing to change this rule. I'm not sure if anyone else in the Lufthansa group had this policy.
I don't think BA changed it either, but then they quickly phased bmi out so it wasn't a priority. It must have been frustrating for bmi's usually excellent ground staff to enforce such a rule.
