There are two possibilities for action:
1. Civil action to recover the cost of cleaning the clothing that was damaged (especially if it has to be dry-cleaned)
2. Report to law enforcement for possible criminal charges for public drunkenness, depending on local law.
In my opinion, this is not worth worrying about. Life is too short to make an issue out of someone who sprays wine on your shirt. But it does make a good story to tell.
