Anyone know more about this hotel, particularly the location?

I am not familiar with the city and am having a hard time figuring out the geography. The label "upper east side" combined with the fact that the hotel is a category 3 made me shy away at first. But the photos make it look pretty contemporary. Then, looking at reviews in the thread for the Hilton City Center - it appears that hotel is not in the best area, either. So, does anyone here have more insight regarding these two properties? I would appreciate anything you have to offer!
